The background of its foundation

The IRCCC was founded on October 29, 2022, in the wake of the Crowd Crush disaster in Itaewon, central Seoul, Korea, to look back scientifically and objectively, study various disasters, accidents, and safety issues in the future, and create a safe world for mankind. Despite the outbreak of the Crowd Crush disaster in Korea, the public sector failed to predict or prepare in advance and had insufficient related experience, and most experts related to disaster prevention and safety only had expertise in natural disasters or disasters in their own specialized fields, and few experts were able to properly understand and cope with the crowd-pressing disaster. In this situation, it was necessary to participate in experts with international reputation as experts, and the field was also a time when many experts were required, including overall disaster management, engineering, mathematics, medicine, social sciences, psychology, law, insurance and compensation, and public relations.

In response, Dr. Phil S. Yang of MAILab used and arranged a network of domestic and international experts to hold the IRCC's first academic seminar titled 1st Workshop, "Itaewon Disaster, Why It Happened, How We Will Prevent Another Itaeewon" on Nov. 29, 2022, with the participation of Prof. Wang Soon-ju of Hallym University and experts from the U.S., the U.K., and Japan. Since then, the IRCCC has held its second academic seminar in an on-off hybrid manner under the title of "Lessons from Itaeewon Disaster and the Revolutionary of the Crowd Crush of October 29, 2022."

The future direction

Since the Itaewon Halloween disaster, IRCCC has been making various efforts such as periodic workshops and seminars, on-site surveys, continuous data collection and secondary material production, attempts to produce documentaries, and expansion of related networks. The following activities and efforts will be made in the future.

- Data collection, analysis and presentation: We will continue to collect and analyze data on major crowd disasters and safety issues, including the Itaewon disaster, and announce IRCCC's own announcement through this.

- Making Guidelines and White Paper: We will publish safety, disaster-related guidelines and white papers that are appropriate for the region and culture.

- Disaster and safety-related outcomes: We will continue to produce disaster and safety-related outcomes through academic presentations and in-house projects. Various forms are expected here, including not only academic results, but also secondary data organization, media data, and promotional materials.

- Held academic activities: Workshop/seminar was conducted once a year, but additional symposium/seminar will be held in cooperation with various organizations and organizations.

- Expanding Experts: We will build a stronger network by expanding experts in each field at home and abroad. In particular, we will urgently reinforce domestic and foreign experts in disaster psychology, insurance and compensation, and laws, and further reinforce famous foreign experts in each field. Currently, we are working with the United States, Australia, Japan, and Saudi Arabia to expand further.

- International exchange: We will expand MOUs with foreign specialized organizations and promote membership in the Global Alliance of Disaster Research Institutes (GADRI).

Operational and activity principles

IRCCC operates with the following principles:

-The IRCCC deals with and develops a variety of safety-related issues around the world, which typically include disasters, accidents, and a variety of other safety issues.

-The core of IRCCC activities is to create a safe world and contribute to humanity and communities, especially human life and dignity, which are absolute values that cannot be compromised.

- Objectively deal with and develop disasters and safety based on facts and evidence.

- IRCCC's activities are politically and socially unbiased and do not participate in political activities.

- IRCCC's main activities are research and academic activities, and its contribution to a safe world, not just theory, is seen as an important value.
