The background of its foundation
The IRCCC was founded on October 29, 2022, in the wake of the Crowd Crush disaster in Itaewon, central Seoul, Korea, to look back scientifically and objectively, study various disasters, accidents, and safety issues in the future, and create a safe world for mankind. Despite the outbreak of the Crowd Crush disaster in Korea, the public sector failed to predict or prepare in advance and had insufficient related experience, and most experts related to disaster prevention and safety only had expertise in natural disasters or disasters in their own specialized fields, and few experts were able to properly understand and cope with the crowd-pressing disaster. In this situation, it was necessary to participate in experts with international reputation as experts, and the field was also a time when many experts were required, including overall disaster management, engineering, mathematics, medicine, social sciences, psychology, law, insurance and compensation, and public relations.
In response, Dr. Phil S. Yang of MAILab used and arranged a network of domestic and international experts to hold the IRCC's first academic seminar titled 1st Workshop, "Itaewon Disaster, Why It Happened, How We Will Prevent Another Itaeewon" on Nov. 29, 2022, with the participation of Prof. Wang Soon-ju of Hallym University and experts from the U.S., the U.K., and Japan. Since then, the IRCCC has held its second academic seminar in an on-off hybrid manner under the title of "Lessons from Itaeewon Disaster and the Revolutionary of the Crowd Crush of October 29, 2022."
