Societies and individuals who have suffered unexpected accidents or disasters will fall into disarray for the time being and take a considerable amount of time to restore their previous functions. In particular, if the cause is presumed to be a preventable situation rather than a natural phenomenon, the responsibility, compensation, and restoration of the function of society fall into confusion and conflict, and the restoration of previous functions can be carried out very inefficiently. Disasters have continued in human history, and new disasters that did not exist in the past are also continuously occurring in modern society. Therefore, it is important to acknowledge that it is impossible to prevent disasters from occurring completely with the current level of human technology, to prepare to respond properly in the event of a disaster, to reduce the damage as much as possible, and to facilitate the return to daily life after the disaster. Community Resilience is an important concept here. It is important to have the ability to quickly return to a normal society as if the spring is pulled back to its original shape, and to use disasters as an opportunity for society to unite and solve and develop past wrong problems.
